Requirements

I've a Pentium 166 MMX with 48 MB of RAM, running Windows 95 plus DirectX 8, and PSound works very well. So I guess you should have no problem to run it on your machine (in the probable case that yours is better than mine).
Note that DirectX is not an option: you need the version 8 (or above) to play sounds. You also need a 16-bit soundcard if you want to hear them...
The Scan CD-ROM and Add audio CD tracks commands require that you have ASPI installed on your PC (WNASPI32.DLL). You should have it anyway...

Tested successfully on a Windows XP (32bit) PC, as well.
